Familydrama: Dispute over Report
Contrary to previous reports from the criminal investigators about the 43-year-old man, who killed three people and then himself on Monday night in Escholzmatt LU, a psychiatric report had never been written, according to the psychiatric center, of canton Lucerne (LUPS).
According to the investigators the perpetrator, who was arrested last fall, was considered not to be dangerous according to a report. Upon that he was released from custody. According to the hospital, the report was based on the opinion of a psychiatrist (Dr. Frei) and not a official evaluation.
In the event of a psychiatric evaluation experts get specific questions by the investigators or by the courts, according to the hospital. In such an event the psychiatrist has access to the case file. During an official evaluation a patient undergoes several examinations, while the psychiatrist gets information from third parties when needed. All this did not take place in the case in question.
For law enforcement agencies it does not matter. It is merely a question of terminology, says their spokesman Simon Kopp. The decisive point is the content.
The authorities did not request a detailed evaluation because their questions in regards suicide risk and endangerment of others had already been answered by Dr. Frei.
If the psychiatrist believed comprehensive report would have been necessary, he should have said this, according to Kopp.
